A restricted registry tests the holder, not the buyer's intent. Most of the tests are about where the holder is established: .fr takes the EEA plus Switzerland, .it adds the United Kingdom, .eu stops at the EEA, and .no wants a Norwegian identifier whatever your address. A few, such as .de, are open to everyone and only ask for a contact point in the country.
